Sebastian Giuliano Candidate for Common Council

Mr. Giuliano is a current councilman, past three-term Mayor of Middletown and practicing attorney in Middletown.  He is currently serving on the Public Safety Commission, General Counsel Commission, Insurance & Claims Commission, Commission on the Arts and Contract Compliance Board on the Common Council.   A graduate of Xavier High School, he attended the United States Military Academy for two years, and graduated Cum Laude from Boston College in 1975.  He earned his Law Degree from the Catholic University of America in 1978, and has been admitted to all Courts of the State of Connecticut, District Court of Connecticut, United States Court of Appeals for the Second Circuit and the United State Supreme Court.  His civic activities include membership in the Kiwanis Club of Middletown, Vice President of the Easter Seals Rehabilitation Center of Central Connecticut, Director of the Xavier High School Alumni Association 1991-1996, President, Xavier Alumni Association , member of the St Sebastian Pastor’s Advisory Committee, Board of Directors, St. John Paul II Regional School, Past President of the Italian-American Civic Organization (IACO) and member of the Middletown 350th Anniversary Committee
He and his wife Paula are the proud parents of three children, Nicolas, Paul and Francesca.

The Midd You May have Missed: Chubby Checkers & James Brown in Middletown!

In case you missed it, on July 23th Candidate for the 33rd District State Rep Linda Szynkowicz hosted the legendary Chubby Checkers at a public meet and greet fundraiser at the Italian Society on Court Street in Middletown. Szynkowicz has been friends with Checkers for over 20 years and a one time business invester in Szynkowicz's company Octagraphics. Many GOP candidates stopped by such as James Brown who is a candidate for congress and Len Suzio who is reprising his run for state representative for the 13th district. Candidate for Lieutenant Governor Penney Bacchiotto and former candidate for Congress Peter Lumaj shook hands with the music legend. DJ and former PZ Commissioner Nick Fazzino was on hand to supply tunes and break out the limbo stick. Checkers is best known for the "Limbo Rock" and "The Twist." Councilmembers Deborah Kleckowski, Sebastian Giuliano, and David Bauer spoke with constituents. Over fifty members of the public attended. Syznkowics recently gave an interview with editor Cassandra Day for the Middletown Press, part of her platform of "Fresh Ideas & Common Sense"  she explains as follows:
“Fresh ideas and common sense is my tagline,” Szynkowicz says of her run for Serra’s seat. Some of those ideas include a push to allow cable customers to donate to a campaign so senior citizens can enjoy cable television at an affordable rate, much like how electric utility customers can give $1 to help the less fortunate with winter heating bills.
“When they’re home, they should be relaxing,” Szynkowicz says of the elderly.“They’ve worked all their lives and cable is just too expensive.”
Getting out in the community and knocking on doors has given her several “common-sense” ideas and a platform to run on. “I’ve talked to a lot of people and I’ve found a lot of common ground.”
Szynkowicz has also named state taxes and health care as some cornerstones of her General Assembly bid, and suggested that a statewide audit of departmental spending was warranted.
“I believe in economics 101, which is, if you want to raise revenue, you lower taxes. You lower taxes, people are more free with their spending. People are more free with their spending, they hire more people to work,” said Szynkowicz.
“I have an idea for a bill that I’m calling the ‘What’s Up Doc’ bill.” She says that she would like to see 50-percent discounts for patients who had to wait more than an hour to see a doctor and that, after 90 minutes of waiting, those visits should be free.
“This would only affect those who are double- and triple-booking,” says Szynkowicz.
At the event, Checkers sang a birthday tribute to Syznkowicz and signed cds and record jackets of his hits.

Letter to the Editor: Vote for Fiscal Responsibility, Vote Giuliano

Below is a letter to the editor published as a courtesy to readers; all opinions expressed are that of the author and not necessarily that of the Insider staff.  -------------------------------------------------------------- 
 I urge all Middletown residents to join me in electing former Mayor Sebastian Giuliano to the Common Council. He has proven himself to be a tireless advocate for our city, placing the interests of citizens over political concerns.

He has repeatedly worked to implement reforms to protect the City's financial health. During his years as mayor, the tax base grew, the City's cash reserves grew, the North End saw a long-anticipated revitalization come about, and the business climate reached new heights.


Seb has advocated fiscal discipline that will protect future generations of Middletown citizens. If elected, he will work to implement a requirement that city budgets contain 5-year projections, so we can actually see how today's decisions impact our future. He also believes that borrowing money or taking it from the City's "rainy day" funds should only happen when approved by a 9-vote "supermajority" of the Common Council. And he believes that the Board of Education should have a more direct and open method of a adopting its own budget.


I'm voting for Seb Giuliano on November 5 and I ask all Middletown voters to do the same!

Enough is enough. Mayor Dan Drew insinuating that he has no knowledge of this recent flyer attacking Council candidate and former Mayor Seb Giuliano is a crock. If you believe that I have a bridge to sell you. (Portland Bridge with new lights)

Dan Drew held a fund raiser for the Working Families party (as contrasted with his own reelection committee) and the proceeds of which paid for this mailer. To claim no knowledge ,let alone no direct involvement with it just insults everyone’s intelligence.

Everyone knows that this is Phil Pessina in conjunction with the democrats have a goal in mind. Now you can see why the Republicans did not nominate Phil for reelection. Now Phil is being used and played by the democrats (along with the Working Family party) to do their dirty work? Phil on strings, not to smart, do you think?  It’s very hard to believe that the Working Families party had the funds to disperse the flyer. People, this is how the democrats work with money, dishonestly.

Another thing Mayor Dan Drew continues to say he works in a bipartisan manner as quoted on the Middletown Patch November 1st 2013: "We've spent the last two years fixing problems and we have a vision for the city that we hope to move forward in a unified, bipartisan fashion."

WHAT BYPARISAN FASHION! He has an 8-4 majority on the council. The true fact is 10-2 majority with Phil and Joe. Does he really think the citizens of Middletown are stupid? If the common council had a republican majority or even split than he would have to work in a bipartisan manner to accomplish what all believe is good for Middletown. We need less spending and lower taxes and more business in town.  But with a majority he doesn’t have to work hard at all to get what he wants.

He constantly say’s the city is moving forward when in reality it’s not moving at all. Take a look around and you will notice numerous residential for sale signs all over town. People are not only leaving Middletown but the State Of Connecticut because they can no longer afford to live here. When students graduate they are relocating to other states that have jobs and fewer taxes. Let’s wake up and smell the coffee.

The democrats are destroying our town and state. They target low information voters to stay in power and the rest of us suffer. Therefore please get out and VOTE ROW A November 5TH.

 Why I am running for Common Council

I have chosen to run for Common Council as it is the Legislative Branch of the City of Middletown. By its nature, it is the body that is best suited to take the "long view". Under the provisions of the City Charter, it has responsibility for the City's budgets, it approves borrowing (either directly or approving a referendum question to put before the voters), it has the authority to appropriate funds out of the City's cash reserves and it has the power to pass ordinances that have the force of law. The Common Council also approves all job descriptions, the Personnel Rules, the Affirmative Action Plan and must approve all labor contracts as well as any other contract to which the City is a party. Clearly, the Common Council is as important a branch of the City government as the Executive - different in function, but just as important.

My priorities, if elected, are to re-focus the Common Council on its core functions. Councilpersons are not "mini-Mayors"; they have no executive authority. The Council is responsible for determining which of the Mayor's proposals it will enact and/or fund and to what extent it will fund them, as well as what resources it will give to the Mayor for the proper exercise of the administrative duties vested in that office. The Common Council also has a role in ordaining a vision for the City's future; to effectively do so, it must abandon its current practice of lurching from one budget year to another and from one election cycle to the next. To that objective, I would implement a policy of 5-year budget projections, in which the future fiscal impact of a current proposal can be anticipated before it is adopted. Because borrowing and drawing down the City's cash reserves compromises the our future fiscal health, I would also implement, via Charter Revision (a process that is vested exclusively in the legislative branch) where necessary and appropriate, a requirement that appropriations and borrowing be approved by a 9-vote supermajority of the Common Council.

The great and famous Helen Keller, when asked what could be worse than being born blind, replied "To have sight, but no vision". I believe that our vision will determine what Middletown's future will be. Will we be a community where our young people will choose to make their lives? Will we be a community where our older citizens and retirees will be able to enjoy that which they have worked a lifetime to achieve? Or will our youth seek their fortunes somewhere else, as they will see no future for themselves here? Will our senior citizens move away from the City that has been their home and heritage for generations, because they can no longer afford to stay here? The decisions we make today will determine the answers to those questions. Those are among the most important questions the voters must consider when making their choices on November 5.

Letter to the Editor: Pessina: Put Middletown First! Republicans Are Buffoons & Cartoons

Below is a letter to the Editor by Councilman Phil Pessina (R) originally sent to and published by the Middletown Press (here) and with excerpts published by the Middletown Patch CT. All views expressed are that of the author not necessarily those of the Middletown Insider staff.

Shortly after being elected for my 3rd Term on Common Council, assuming the Role of Minority Leader and witnessing a Republican Administration led by former Mayor Seb Giuliano who created a time of a confrontational style of government within our city, both Councilman Joe Bibisi & I knew it was an opportunity for us to take a New Leadership Role for our Republican Party, transitioning our city government to work more cooperatively, collaboratively within a Bipartisan framework; essentially committing ourselves to making “Middletown First”, each within our own parties and our own Leadership roles!

Mediocrity and politics at its best started to raise its ugly head at various Republican Town Committee Meetings and especially over the past 7 months, which unfortunately I could not attend as they always seemed to conflict with my various Council Committee assignments I was appointed to. As I took these assignments seriously, along with my Council duties, I often notified our RTC Secretary sending my apologies due to my council commitments and responsibilities; putting “Middletown First”! I then became my Republican Party’s target of unfounded accusations, especially during the restructuring of our city government creating the Office of General Counsel. Our party has been and continues to be a party of “Cartoons & Buffoons”!

This political pressure was led by our former Mayor Giuliano, who wrote in an email on January 29th, 2013 at 5:37pm where he states his personal opinion to pressure the party to vote not in the best interest of Middletown, but to support his personal political agenda; his words were clear, “Secondly, municipal elections loom. Any Republican who votes in favor of these resolutions is putting the entire Republican ticket in an untenable position. The mayoral candidate-whoever it may be-will be compelled to run against positions supported by such Councilpersons. As such, it will be impossible for them to be on the same ticket. We cannot have a situation where members of the slate are criticizing Democratic initiatives and other members of the same slate are defending them. For me, I cannot support the recommendations of the “blue ribbon panel” in general, but any proposal to re-make the Legal department into anything other than an office of lawyers being lawyers and functioning in accordance with the Code of Professional Responsibility is especially troubling. I therefore intend to oppose such initiatives, as well as the re-nomination of any incumbent Councilpersons who vote in favor thereof.”
With this email, Seb’s interest for Middletown is his own best interest, filled with Mediocrity and personal politics; NOT putting “Middletown First” but attacks a Senior Councilperson, Joe Bibisi who served as his Deputy Mayor for his three terms faithfully. He now has set the stage for Joe & I not to be re-nominated for this Fall’s Republican Ticket! I suggest that if he is willing to do that and disregard personal friendships and commitments, what will he do to our city residents when they don’t happen to agree with his proposals? Remember, he has a track record of putting his personal political bias over that of the council and the public; surely NOT putting “Middletown First!”

Mediocrity raises its ugly head again, as a result of a conversation between Seb and I at a Caucus Meeting, where I inform him of my disappointment with this e mail he sent out, essentially advising him that his words and actions are destructive to the party and he acknowledges that the party in already broken and not being responsible for the fracture, offering to heal it while we still can. His example of healing was by him standing up at a Town Committee Meeting shortly thereafter, raising 4 fingers stating to me that “We just need 4 members on the council and no one should feel comfortable in their council positions!”

During the Common Council meeting prior to the merger vote taking place I felt it my responsibility to stand on my principles and expressing my belief in smaller government, which is more efficient and a more cost effective way to doing business. I noted that a recent statement from a CEO in Business addressed the perils of change, that it is difficult and that voices to protect the status quo are loud, well organized and politically motivated; such as in our case and Not putting “Middletown First!”

I was and still am perplexed by the amount of resistance to the mergers which have been made and planned for by a Democratic controlled council supporting Conservatism in government; why as Republicans would we not support the merger? Is the real reason for the resistance and our treatment about Republican Mediocrity, verses providing for a more cost effective government?

Knowing the political fate ahead, Joe & I then made the decision, that we would not be controlled by politics and continued with our bold steps to shed a new light on our party from a confrontational approach, to continue to build upon positive relationships in city government; essentially putting “Middletown First”!

As my June 27th, 2013 Interview approaches, I now know that we are not being re-nominated. This feeling was based upon Bill Wilson, Vice Chairman’s email sent out prior to the Interviews, where he accepts Mediocrity by letting Joe & I know that there are people complaining about my endorsement of Mayor Drew’s Budget. ` Bill Wilson goes on to name Joe & I and that our spots on the ticket are not guaranteed on the next council; noting further “We are Republicans and should be voting as Republicans. I don’t want to hear there is no difference between the two, after what voters have been hearing from two of our council people. Things have to change. Remember we are guaranteed four spots on the council no matter who we run, so no one should feel safe or that their spot is guaranteed”. For the record, I did not state that I supported the Mayor’s Budget, which I eventually voted against.
The minutes of the May 28th, 2013 Republican Town Committee Meeting, again alludes to Mediocrity when “Seb Giuliano speaks out claiming that our issues are evaporating.” Bill Wilson, Vice Chairman of the Republican Party suggests that people within our own party agree too much with the Democrats and Party Chairman Ken McClellan singles out both Joe & I by name.

So we knew what we were up against going into the interviews, which was a tainted process. I immediately prefaced my interview that I was fully aware of the rumors which were circling City Hall about me and Joe not being re-nominated and expressed my disappointment with our party. I further noted, that we were going into a very important election and asked them the question for which they could not answer, why we would not put forth our strongest Council Slate, headed by Joe & I who have been the top Republican vote getters, especially during a time when two of the Democratic Council members were retiring?

I went on to give a very strong case with my experience, accomplishments, changing the image of our party and not giving up my principles of service to our community. I offered mentorship to new candidates and my support; but as predicted we were not nominated. For the record I am not filing any type of ethical complaint, but I will let the voters decide if these facts speak for themselves.

In closing, I would like to say that I am not bitter with this process, but I am highly disappointed with the Town Committee’s Leadership, who had neither the inability nor the willingness to stand up against Mediocrity and those that have self-interest over the interest of our city. Our party is being led by Seb Guiliano, Ken McClellan, Bill Wilson in the wrong direction, or as our Party Chair Ken recently stated that “our party wants to go in a different direction”; apparently they do Not want to put “Middletown First”!

I have always taken my oath of Offices throughout my 40 plus years during my Middletown Police Career and City Government service very seriously and will remind my naysayers and those who strive on controversy in government and self-promotion, that take a look in the mirror and ask this important question; Did I provide the service and honest approach to government, knowing that I have truly helped our city of Middletown move forward for the right reasons; Putting Middletown First! I know that Joe & I did!

Thank you to all our supporters for the wonderful and heartwarming phone calls and emails, during this transition period for Joe & I while we contemplate with our families of our future decisions!

MRTC PigRoast 2013: A Few Photos

Meriden Boat Club- Approximately 75 people showed up to enjoy the amazing flavor of Chef WW's secret pulled pork recipe, which by law should be washed down by Coca-Cola or Coors Lite depending on who you are.  The hungry crowd was enthusiastic to eat the usual fix in's and to partake in such events as: Billy Wilson Trivia, Who will throw the trash out?- while many other wondered what happened to the leftovers from the 2011 bash.  It was also a time to plan the future and keep the message of fair play and fiscal responsibility alive- translation, we paid the bills for the event without taking out a bond or going into default unlike the state budget.

 What The Second Amendment Means To Me by Fred Carroll Again,

"somebody has to say it".......I don't know the Second Amendment from the Second Coming, other than that both are hotly contested. "Well Fred, if you don't know nuthin' about it, then WHY, pray tell, do you presume to say "what it means to you"? Well, because I am fairly sure that I speak for many if not most when I claim to know virtually nuthin' about the Second or any other amendment.....or The Constitution. How do I feel about guns then, you might be curious.....well, I guess a gun is the right tool for some jobs.....

Guest Blog: Giuliano Discusses 2nd Amendment

This week, Connecticut state lawmakers are holding public hearings regarding gun control and the Second Amendment. Former Mayor of Middletown and attorney Sebastian Giuliano responds to the Middletown Insider ‘s call for reader essays on the topic “ What does the Second Amendment Mean to You?” Below in his own words:

Below in Giuliano's own words:

The Second Amendment is not limited to guns. It states that .  .  . the right of the people to keep and bear ARMS shall not be infringed." This includes any kind of "arms" - guns, knives, spears, swords, battle axes, maces and, when they are invented, phasers and lightsabres.

The Second Amendment did not "create" or confer any rights. It acknowledged a pre-existing right of the PEOPLE to keep and bear arms.

Let me ask a simple question:

What existed first, individuals with weapons, or armies (militias, if you prefer)? The answer is obvious. Armies were formed from armed individuals banding together (that's basically the definition of"militia"). Let me ask another question: At what point in human history was the inherent right of the individual to arm him/herself subsumed into the power of the state to raise an army? I cannot find any instance wherein free people made such a covenant or compact; I can only conclude that such rights, where they no longer exist, have been tyrannically usurped.

The individual has the inherent (for those of you who don't recognize the term "God-given") right to arm him/herself with weapons equivalent to those with which he/she might be threatened. For those who say that the Second Amendment only extends to muskets, blunderbusses and Kentucky rifles, I respond that those weapons represented the "state of the art" at the time; the framers of the Constitution clearly did not intend for the minions of the government to have such a deadly advantage over the citizens.

As much as I can recognize the damage that one individual bent on destruction can wreak with a firearm, I can't justify limiting the rights of the entire citizenry as an acceptable remedy. For every firearm used improperly there are countless, just like it, that are not and never will be. To attempt to paint millions of responsible citizens with the same broad brush and, thereby, limit their rights is something I will never accept and to which I will never accede.

I, frankly, decline to admit or deny that I may own a firearm It's nobody's business. But I do have a bit of a military background and I have been trained to handle some pretty scary stuff. I can tell you, without reservation, that all responsible gun owners and people who have ever fired a gun sincerely hope (and pray) that they will NEVER have to fire it at another human being; no person with a soul or conscience or thought or feeling would ever wish to be in that position. But they also don't want to be defenseless in the face of an attack upon themselves. For elected officials, who have sworn to preserve and protect the rights of each and every individual citizen, to be telling such citizens, of whose individual circumstances they are completely ignorant, what and how much they "need" is not only violative of their sworn duty, it is condescending, arrogant, contemptuous and downright insulting. I, for one, can never - and will never - support any political figure who demonstrates such an attitude, be it by his/her words or conduct.

City 411:New Superintendent Contract in Plain English, Grievances, Settlements, & Dumbed Down Hiring Requirements

    The Middletown Insider has become aware of rumors afloat that there will soon be a special council meeting called to vote on the appointment of a new city attorney.  The city attorney position has been vacant for several years now since the retirement of Trina Solecki.   Deputy City Attorney Tim Lynch was appointed Acting City Attorney under Mayor Giuliano's administration.  When Mayor Drew took office, he decided to advertise for the position which the Personnel Office did.  There were applicants who were certified as qualified by the Personnel Department including the current Acting City Attorney.  At the June Common Council meeting, the job description for the city attorney position was changed in that the required number of years of experience was reduced from 7 to 5 years on the premise of widening the recruitment pool with no change in salary. 
    This was passed by a vote of 7 to 4 (Serra, Klattenberg, Bartolotta, Daley, Santangelo, Kasper and Berch in favor; Faulkner, Pessina, Bibisi and Salafia dissenting and Kleckowski absent).  The new job description reads:  Jurist doctorate with five years of municipal law related experience with an emphasis on employment law, labor relations experience.  It would be now assumed that the recommended candidate is going have a very solid 5 years of experience in that area.   It should be noted that the acting city attorney has indicated that he will be retiring from city service and had withdrawn his name from consideration.  Please note that there is also residency requirement attached to this position.
    At the time the job re-posted, the qualifications were still the more stringent, seven years' experience in municipal law, labor relations version. The Council, over the objections of the Republicans, led by Councilwoman Linda Salafia (if you recall, it was she who asked whether Dan Drew had someone specific in mind, as there appeared to be no other reason why anyone would lower the bar when there were three candidates who already met the higher standard) reduced the seven-year requirement (which had been inserted two years earlier at the insistence of Councilman Loffredo) to five years. Because this was done AFTER the posting was published, the posting had to be extended.
      Also, rumors are out there about the Council being asked to approve a job description for a second deputy city attorney.  This is coming from the recommendation of the Mayor's Bipartisan Task Force on Efficiency in Government, April 2012.  However, this we believe will require an appropriation as only one Deputy Attorney was budgeted.  After the interview for the City Attorney position, that Attorney Phrances Leverton Szewczyk was the choice along with the Michigan candidate and another attorney "from Middletown" (what that means is unclear, as it does not appear that it is currently a resident, but is someone who is "moving in.” The Insider reported before that Szewczyk does not appear to meet even the lowered qualifications, however, is a member of the Democratic town committee.Reader here. Readers should not that Councilman Tom Serra made on the record comments regarding  appointed Chief Patrick McMahon as not being a Middletown resident even though he bought a house here and was in town 5 nights a week- Serra objected and said on record  that McMahon wasn’t a true Middletown resident because he “didn’t worship here.” So kind how is someone from Michigan going to fit the precedent of strict enforcement of residency Serra set forth in the past?
   This report has not been officially presented to the Council, vetted by the Council or accepted by the Council; however, the Council is being (or as rumored d going to be) presented with accepting one of its recommendations that being the hiring of a second deputy city attorney.  This in effect would increase the legal staff in the office from one currently to three.  According to the report issued, the Task Force consisted of three members of the common council and 6 other members of the public plus Attorney Ryan Barry and Joseph Samolis as staff for the Task Force. 
     From the second paragraph of the final report: " Mayor Drew also asked the Task Force to make specific recommendations for consolidations and efficiencies within city government to the Finance and Government Operations Commission of the Common Council, and to make specific recommendations regarding the structure and hierarchical organization of city government."  It would seem that this was not an unbiased study of the mechanisms/ structure of the government operations.  The report indicated how much was spent on outside legal services during the past three years however, it was just a number inserted in the report without detail or explanation or history or comparison to current outside expenses or part expenses.  Oh, and no report or receipts from China... 

      There is a special council meeting scheduled for Tuesday at 7 to appropriate funds and approve a settlement agreement between the City and Local 466.  This settlement agreement will basically draw a line from which the city, the BOE and the union start fresh.  We could spend hours and hours debating the history behind the need for this settlement agreement and probably never come to a consensus on the cause.  We've a new administration now at the BOE with a new Superintendent of Schools so we hope that the atmosphere of intimidation and retaliation has ended and it seems as if it has.  However, this agreement comes with a dollar cost attached which is not insignificant, but again we will probably never be able to all completely agree as to responsibility.  Many hours were put into coming to this agreement and much discussion, it was not easy but a settlement agreement has been worked out that both sides seem to be able to work with.  Thankfully the despicable work environment that some of the men and women of 466 had to endure is over, they should be applauded for coming forward and being whistle blowers and doing what is right!
     The story broke today with headlines the Mayor Drew settled 30+ grievances and that according to him "the slate is clean." However,this is highly misleading. Basically, the City has chosen to pay out to the Union for the BOE administrations mistakes and infractions that the State Labor Board declared the BOE administration under Dr. Frechette did in fact commit. As readers should recall, Frechette refused to pay workers who were part of emergency operations at the storm shelter during last summer’s hurricane, and  communicate at all with former Mayor Giuliano when he called for an investigation into the missing $1 million dollars from the BOE budget. Other grievances and lawsuits against the BOE still exist and have not been resolved; Drew's statement  that they all have is false. 

 Part of the deal is also that Councilwoman Hope Kasper's son in law illegal hire- Josh Berger, former real estate agent, gets to keep the job as Business Adminstrator at the BOE that was created for and given to him by a hiring committee that Kasper was on. 

     Last week the Insider published the Superintendent's contract ( here) Dr. Patricia Charles .
The legalese is not always easy to understand; so we have broken it down below and done the yearly percentage increases:

 
For 2012/13 Charles will receive:   Base Salary $187,000 + $15,000 to her retirement fund, $3,000 bonus for having a doctorate degree + $6,500 for mileage = $211,500.00 for the year
For 2013/14 Charles will receive:  Base Salary a minimum of $191,675 + $19,168 to her retirement fund,  + $3,000 for having a doctorate degree + ,$6,500 for mileage = $220,343 for the year
For  2014/15 Charles will receive: Base salary a minimum of $196,467 + $19,648 to her retirement fund, $3,000 for having a doctorate degree and $6,500 for mileage = $225,615 for the year.

 
The base salary for the last two years is tied into the  district’s highest  principals' salary.  The principals’ contract is up as of 6/30/2013, so school principal's will be negotiating a new contract; basically if they get a raise, Charles will probably get a raise too; to keep the spacing the same.  It appears Charles makes $50,000 more than the top high school principals, and because the contribution to the retirement fund for her is 10% of salary that would also go up.
     Superintendent Frechette also got a payment to a retirement fund in addition to his salary plus money for being a phd, and the mileage stipend. Charles is getting credit for the previous time that she worked for the BOE towards her retirement for medical insurance, plus the BOE are giving her back, reinstating, previously accumulated sicktime that she lost when she left her principal’s position.
Other superintendent contracts and salaries from Ct are available online, and it is a positive note that Charles chose to release the terms of her contract to the public. Superintendents in Ct are typically paid in the six figure range; Frechette's highest salary was approximately $154,000.

In the 100th State Assembly District, from what I have observed, it seems that Matt Lesser has declared war on all Republicans, deciding that representation should mean representing those who elect you rather than all those in the district.

This could be interpreted as laziness because it is easier to represent a smaller section of the population who share your viewpoints.
It could also be interpreted as Chicago-style politics used to establish personal power rather than serving the people.

     Some Middletown residents may wonder how they elected someone to represent their interests who now runs the town and dictates their interests. Somewhere in the world of journalism there might actually be some integrity left and an investigative reporter could actually conduct an investigation instead of just regurgitating talking points. This is why I have a list on my blog titled, “Whom Do You Trust?” For now, I can only speak to what I observed and allow the full analysis to be done by those who know more.
      Shortly before Election Day 2008, I learned a little about Matt Lesser and where he came from. I was told that the Democrat political machine chose a young man to appeal to the college students of Middletown and sent him to Arkansas for training as a Community Organizer. Upon his return, he used his new talents to convince the students at Wesleyan University to unite behind him and take over the town because they are the future, the future belongs to them, and their time has come.
     I was told how he promoted the idea of students registering to vote in the town where their college is located claiming their school residence as their primary residence. My first reaction was to ask if anyone is checking to find out if these students were also voting in their home towns via absentee ballot.
     When I raised these concerns to the FBI office in New Haven, I was told that there would have to be an investigation after Election Day but only if someone filed a complaint and could prove voter fraud. To prove it you would have to check the list of ballots cast by Absentee Ballot in one state and have someone witnessing the same voter voting in another state.

Guest Blog: South Fire's Endorsement of Lesser 'Shameful'

Dear Citizens,
  The South Fire District Firefighters' Union has announced its endorsement of incumbent representative Matt Lesser (D) for the 100th district. No surprise, unions typically always endorse Democrats no matter what the facts really are.  The Middletown Patch quoted Local 3918 Union President James Mastroianni as follows:  “Matt Lesser has been a friend of South Fire District’s  Professional Fire Fighters for many years and we fully support this  endorsement.”

      I would like to know what exactly has Matt Lesser done to deserve this endorsement? Where are the actual facts?

      Councilwoman Deborah Kleckowski, Lessor's Republican challenger, was not even given a fair shot for this endorsement as she was never given an opportunity by union members to discuss any South Fire issues or  interviewed by them before the endorsement was summarily announced.  Furthermore, no vote was taken by the local union members nor were they otherwise polled to determine who they wished to endorse.
      Deborah Kleckowski has always been a proponent of public safety. She  sits on the Public Safety Committee of the Common Council. In 2011, she and  former Republican Mayor Sebastian Giuliano aided in the support of the Middletown Moose Riders'  program to distribute stuffed animals to children during emergency calls. Kleckowski ardently supported the South Fire budget every year, attended the Fire Ops 101 Training program for public officials and completed the entire exercise.
     In 2010, Matt Lesser showed up for this training briefly to show off his Dan Malloy campaign shirt and take a photo before leaving. Kleckowski spearheaded the effort to purchase  and install specialized communication equipment inside the helmets of all city firefighters so that they may more effectively communicate in a fire, not only helping to save  more lives, but to ensure their own safety on the job as well.
      When no emergency access road was designed into the original plans for the new Middletown High School, Deborah Kleckowski advocated and made sure a road was installed at the site.
      Kleckowski worked tirelessly at the emergency shelter set up at the High  School after the power outages last summer and fall. She worked  to make sure emergency personnel had access to the facility when the last  Board of Education Administration fought to block the shelter from even being set up. She also made sure all the union workers- everyone- was paid when the Board of Education, under the direction of then Superintendent Michael Frechette, withheld their pay for over a month. During all this, Lesser was nowhere to be found.
      It would be most enlightening and helpful to be able to compare Lesser's status as a "friend of South Fire District's Professional Fire Fighters" with Kleckowski's actual involvements and accomplishments.
     The failure of the employees of South Fire not to stand up for a person like Kleckowski, and to permit their parent union to endorse Matt Lesser is shameful.
       Kleckowski has proven herself as a true public servant time and time again. Not endorsing her is demeaning, not only to the rank and file firefighters, but to all of the residents and taxpayers of the South Fire District. 
     What is more, it perpetuates a stereotype in Middletown that party affiliation and cronyism outweigh proven hard work  and dedication to the greater good. The firefighters' union owes taxpayer’s more of an explanation than Lesser is a “friend.”

North End Meet the Candidate Night in Middletown

Last night residents had the chance to meet one on one no holds barred with local candidates at the Green Street Arts Center sponsored by North End Action Team. The event gathered about 20 locals, and included a casual dinner free to all. Potential voters were supplied with blank question sheets to fill in and take notes on. Questions focused on how candidates would solve North End issues.
Former Mayor Sebastian Giuliano, Councilman Ron Klattenberg (D), Middletown Republican Town Committee Chair William Wilson, Planning & Zoning Commissioner Molly Salafia (R) , former Councilman Earle Roberts (R), BOE Member Ryan Kennedy (R), and Mayor Dan Drew were among the crowd to show support for fellow candidates.

Wayne Winsley who is running against 11 year incumbent Rosa Delauro was on hand although  his opponent was a no show. Winsley has asked Delauro to publicly debate him and she has refused. Deborah Kleckowski current Middletown Councilwoman (R) is running against incumbent Matt Lesser to represent the 100th District. Kleckowski and Lesser both attended Wesleyan University, however Lesser dropped out to run for his office in 2008, and Kleckowski graduated with her masters and when on to work in social services and education. Kleckowski played a key role in defending special needs students and parents in the aftermath of the scream room scandal at Farm Hill earlier this year. She also opposes  the proposed Ct legislation being backed by Lesser  that would allow men and women to use the same public restrooms based on their perceived gender identity rather than biological; Kleckowski cites public safety issues.
     Lesser recently came back from a paddle down the CT River to observe foliage as part of a DEP tour with Mayor Drew Tuesday. Winsley & Kleckowski have both backed incumbent  Republican Candidate Len Suzio for gas tax reform and suspension of early release for violent criminals.

Florsheim is president of the Wesleyan College Democrats, a Middletown Democrat Town Committee elected member, and the vice president of the National College Democrats. He worked on the Gov. Malloy campaign and aided MDTC in providing buses and pizza to bring students to the polls. Florsheim helped to register over 400 students last election.
Florsheim made false accusations towards former Mayor Sebastian Giuliano,  and then P.Z. Candidate Molly Salafia, Registrar Janice Giofriddo in an SEEC (State Elections Enforcement Commission) complaint filed by a fellow College Democrat. All allegations were dismissed, and in fact the SEEC ruled all were actually PROMOTING voting in their actions in which the complaint was based on. 
Several letters of protest from Florsheim and other  Wesleyan students seem to have aided in the retraction of the appointment of Giuliano to SEEC chair last year. Middletown Veteran Support Rally!

On Saturday, September 1st from noon until 1 pm, a group of patriotic Middletown locals led by Gail Whitright founder of Proposition USA.com  stood on the corner  of Washington & Main waving flags in support of American veterans. The public was welcomed to attend; among those involved were some familiar faces- State Rep. Len Suzio, Candidate for the 100th District  Deborah Kleckowski, former 3 term Mayor of Middletown Seb Giuliano, and Middletown Republican Town committee president and distiguished veteran Ken McClellan along side vp William Wilson. Many citizens stopped by to show support through out the hour long rally. Whitright has been a long time social activist for veterans.
