Letter to the Editor: Many Issues with BOE Contract Renewals

As a Member of the Middletown BOE, it is my sworn duty to be responsible for the financial well-being of Middletown Public Schools. In the past 2 weeks (June 9 and 23rd) at the meetings there were several important votes.

The first one was concerning the contract with Sodexco, which I and the two other Republicans voted against for two obvious reasons: Costing taxpayers over $225K per year (I’ve been saying that for over a year and it was confirmed by an outside auditor and the City of Middletown Finance department) and hostile work environment for Local 466 Union Members. This did not matter to the 4 Democrats, it passed 4-3 with Chairman Gene Nocera casting the tie vote as Chair.
We then had to vote on the management of Sodexco at the June 23rd meeting. In a nut shell, the time frame of the removal of the present Facilities manager that is directly related to the hostile work environment was what I had issue with. It was a given by the board members (Whew) that the person had to be removed. I did not believe that keeping the person around until the start of school in the Fall was advisable. I thought that the removal needed to be done by July 15th, the latest. The extension was given and passed 4-1 with my dissenting vote based on the time frame and NOT the removal of the present Facilities Director; it needed to be done.
Lastly, was the vote to renew the Superintendent’s 3 year contract for another year, without the contract in the Board packet. I had issue with the automatic extension of a three year contract as what is ALWAYS done. Before the executive session was called, I wanted to know if under Robert’s rules whether this discussion of the Superintendent’s Review and then contract discussion was indeed an Executive Session matter. Chairman Gene Nocera determined that it was entirely up to the Superintendent to decide. The Superintendent, Dr. Charles, choose Executive Session for discussion, so the details cannot be made public.
End result, I abstained from the vote on the Superintendent’s Review. (I was so frustrated by the time we went back into public session at 11:15pm or so.) I then voted “NO” to the automatic contract renewal to 2018. The vote was 4-1 with my dissenting vote.

More Rumblings about Middletown! Read Carefully Insider Lovers!

1. The Middletown Press, umm, The Middletown Mess ran a story today reminding us Rep. Joe Serra is still alive after getting a call it had been a full 72 hours since a “S “family member was mentioned in the paper. Serra is still "working" to "help" seniors.  In fact, he has gone on record to promise that he will introduce a bill in the next Connecticut House Legislation that will promise to reduce aging for anyone over 62.  It’s sort of like a reverse Logan’s Run thing.  (Google it)

2. How's that Rt. 9 on ramp fix going the DOT proposed in November Rep. Serra? Oh wait that was just a campaign ploy.  How long have you been a State Rep who sits on the transportation committee? Long live CASHO!

3. Mayor Dan Drew has been tweeting all day how he has been out in the snow with emergency crews. Reportedly, an ambulance was stuck on Farm Hill Rd and Drew, with his mighty Asgardian Hammer, helped push it clear, delivered a baby in a snow bank, swaddled the newborn & & breast fed the infant himself while the mother recovered from shock.  He then made damn sure Joe Somalis called Victoria Sunderkistqust at The Mess to put it in the Press, why not? It's an election year suckers.  Taxes still keep going up! Vote Dem! (They have controlled the town's budget since 1991)

4. The roads are 75% clear; the roads are 50% clear. Too soon? Next year, I the mayor will meet with Zeus and the other Olympian Gods to stop the storm. I will take the mystical horse Pegasus up to the heavens to stop the storms.  I fight for YOU, the citizens.  Oh yeah, Obamacare it is the way to go!! Opps, right, the prices continue to go up for that too.

5.  Rep. Matt Lesser (D) Middletown proposes a bill for "legal equality" of snapping turtles, or as Latino Caucus member calls them Tortugas. Christie Carpino (R) Cromwell proposes a bill to allow break-ins to prevent hot-car deaths. What the hell about turtles trapped in hot cars? Unbelievably insensitive. Come on guys and gals, let’s be political correct about everything.  Why not, it’s the 21st Century!  (Trivia: Matt is a member of the Hispanic/Spanish caucus up in Hartford? Jesus, he is whiter than Wonder Bread and he is now hanging out in that Caucus)

6.  The Connecticut Freedom of Information (FOI), Commission has scheduled a March 2015 to hearing for FOI requests for reports and more importantly budget information with regard to the Middletown Board of Education budget.  More importantly, a member of the Middletown Board, Linda Szynkowicz who cannot get an itemized copy of the budget, filed the FOI request.  Don’t believe it? Try to get a copy for yourself or better yet visit a BOE meeting? The budget presented utilized broad numbers and takes the public in circles whenever a logical question was presented by member Szynkowicz to the board.  What happened to transparency Ed4ED?    In unrelated news, there seems to be a matter of a large shredder missing from the BOE basement on Hunting Hill Avenue.  I guess you could check Brochette’s basement on Coleman Road, but don’t hold your breathe!    Where the missing 1.2 million?

7. Did anyone send a letter to Mayor Drew recently seeking an appointment to a vacant City Commission & not receive a answer? Please review the following new instructions in order be appointed by King Drew: Democrats: send your letter of intent to City Hall, 245 deKoven Drive.         

 Republicans: Tie a rock to your letter & toss from Arrigoni Bridge. Aide Joe Samolis will retrieve. Shit that is funny!  Perhaps, anybody living on Wilcox Island will hoard the GOP requests and make a giant paper teepee out of them or it may be revealed that the real BOE budget is hiding on Wilcox Island next to Stephen Devoto's ego.

8. Deer head reportedly found on Wesleyan campus. Where is Stephen Devoto when you need him?  Heck, the Yeti thing was funnier.

9.Connecticut State Sen. Dante “I only won by 213 votes” Bartolomeo is upset that new CT Transit facilities won't have restrooms. DOT states there are no funds to maintain such facilities & that if towns want potties then they should foot the bill. Bartolomeo: "Isn't that what illegal aliens are for?" Yep, she did indeed!

10. Wife killer defender & City Hall leech John Hall of the Jonah Center says it will supply bio-degradable poo poo bags to rail commuters. "If you have to go & are waiting for the train, you have to go somewhere. This way, you can save it, take it home and compost it in your garden, or just toss it from the platform." Bags will feature pictures of  snapping Tortugas & be handed out by volunteer unicyclists lead by Dic Wheeler at stations between Meriden and West Haven. BTW if the City hired a real environmental planner, can't we dump the biology reverend hippy? Hall has asked Mayor Daniel T. Drew to ignore David Messenger’s negative side and let him work with Treasurer Quentin Phipps in the future due to all the checks balances the treasurer has to do with regard to checks and balances and organizing folks to protect that position’s stipend. (Seen rant below)

Translation: The Dems and the GOP wanted to defund the Phipps’ position because it costs the city nearly $5,100 a year and the elected official does NADA!  The job has been phased out years ago 
folks, ask member  Dr. David Larsen, he’s a Democrat so he must be right.  Phipps, after already being muscled out of the city job by Drew and the downtown district, freaked out and made this a an issue that rhymes with lace. Yep, the elected Dems got nervous and stuck the treasurer job back in, even though their own findings said the treasurer position in Middletown should be moot. What happened next?  Phipps claimed on his Facebook page that he was working at a school in the Bronx, a few days later he was called on this and it turned out the school was in Stamford.  Must be nice to say what you want!

11. Despite being hired for an unfunded Environmental Planner position, and despite that 466 does not have a no lay-off clause making it perfectly legal to drop this person, Council majority and hanger-on council members (you know who you are) rumored to keep Michele Ford in her recently acquired position & find the funds. NOTE: they won't be found in any culpable party's pocket. Is employing someone for possibly next 25+ years with full benefits & pension cheaper than a lawsuit or dropping the ax on those who made the boo boo? Who is the mysterious Michelle Ford?  Who does she know? What is her connection with Drew or with Malloy?

12. Senior Center Library named the Phil "ITS FOR THE CHILDREN" Pessina Library. Find the irony in that one.

13. Park & Rec study shows need for new fields and sports facilities in Middletown. Ironically the fields supposed to be built across from a certain Serra's house no longer proposed as needed. NIMBY.

Who is Linda Szynkowicz? Middletown Get out the Vote 2014!

My name is Linda Szynkowicz and I am running for State Rep in the 33rd here in Middletown, CT. I know I am the best candidate for our district and would best represent all my constituents. I have “Fresh Ideas and Common Sense” and have no problem standing up for issues that are important. I also have a very strong work ethic, having grown up on a farm here in the Nutmeg State.

I know what’s important to me, but I really need to know what is important to you. Knowledge is power. I am open minded and will listen to opposing points of view. I will also stick to my convictions, if having all the facts, I believe in what I am voting for or against.

I truly believe, after speaking with numerous Democrats and Independents that there is a lot of common ground. We just need to find it.

·         ECONOMICS: I am a Conservative Republican, who believes in “Economics 101” – in order to increase revenue, you lower taxes. When you lower taxes, people spend more freely. When they spend more freely, it creates the need for more jobs and manufacturing. Hence, more revenue.

·         TAXES: Our taxes here in CT are driving many people out of our state. Hardworking citizens cannot retire here because of the cost of living and outrageous gas taxes. The spending within our government has gotten way out of hand. I propose auditing all the government agencies for redundancy and waste. We need to consolidate and run the state like a small business owner would run their successful business. We have the talents of the people here in CT to turn around the economy – we just need to think outside of the box and make some difficult decisions.

·         WELFARE: We cannot continue on the course we have been on for the last decades. We need to cut the Welfare role, by giving opportunities to those that want to work and better themselves and remove those that just use and abuse the system. The Welfare program was put in place years ago as a temporary way to help those until they got back on their feet. It was not meant to be a life time occupation. I do have a plan to make this happen.

·         COLLECTIVE BARGAINING: I support collective bargaining and am against being a “Right to Work State”. The integrity of the licensing and educational backgrounds needed would be undermined, as well as the safety to the public.

·         SENIORS: Assisting seniors in their golden years by working with the cable companies to give them drastic discounts in their service while simultaneously setting up a program within the state to donate a dollar to a special fund to help seniors pay for their cable would be a way to give them added comfort after working most of their lives.

·         MEDICAL: I would prose the “What’s up Doc Bill?” which would allow the patient’s cost for the office visit to be cut in half after waiting an hour and free with no co-pay after waiting an hour and a half. This would mean the patient would actually have to see the doctor before the hour and not just be stuck in a small exam room. Too many medical offices are double and triple booking appointments. If you are late for an appointment, you are still forced to pay for the visit even if they don’t see you. Circumstances do arise where the doctor is called out for emergencies or surgeries run later than expected. They can notify us if the doctor is running later and give us the option of rescheduling, instead of having us wait for hours, sometimes. A number of people work and have to rearrange their schedules or going during lunch breaks or have others that need to drive them. Visiting a doctor is stressful enough, let alone not knowing how long you’ll be sitting and waiting. Let’s start treating patients as human beings and not just a number.

·         FLAT TAX: I also support the flat tax. Everyone should pay an equal percentage. Let’s make it fair.

·         GUN RIGHTS: I would work to repeal the newest gun law here in CT. It is a knee jerk reaction and violates our second amendment rights.

I do have a number of ideas to help make Connecticut a better State for all of our residents. I just need your vote in November to show that I can make things happen. I am not a career politician. I do believe in term limits. I want to help Connecticut become a great state again.

Rumblings! 25 Things We Learned at the Candidate's Forum

25 Things We Learned at the Westfield Residents Assoc. Middletown Canidates’ Forum.

1.       Jennifer Mahr, chairwoman & host/moderator should have her own morning show. Bubbly & professional giving equal opportunity to all with great poise all the while moderating a very contentious room. Thank you Ms. Mahr. 

2.       Most in attendance were part of the entourage of the participating candidates. Candidate with the largest entourage: Congresswoman Rosa DeLauro with 11 henchpersons.

3.       Rep. Joe Serra (D) (33rd District) introduced himself and mentioned he is on the Aging Committee, Prostate & Judiciary Committee, and Alzheimer's Committee.

4.       One Westfield resident was very concerned about Euthanasia or Youth In Asia we couldn’t tell. Every candidate was asked. Seriously, excellent question.

5.       Candidate Linda Szynkowicz (R) (33rd District) if elected wants to develop a program to cut government waste & redundancy, without cutting state jobs, but by encouraging incentives for state employees to find ways to save their departments money. Szynkowicz's program would reward them with rebates. Rep. Serra said believes state government is running just fine the way it has been for the last 22 years he has been in office & there is no waste. Status Quo, keep her’go!

6.       Candidate Earle Roberts (R) (9th District) is very upset about the shooting in Shady Brook Connecticut that took the lives of elementary school children; he is very in tuned with what is going on.

7.       Candidate Senator Dante Bartolomeo (D) (13th District) feels she is “a good navigator for parents dealing with agencies such as DDS, DSS, DCF etc. because these agencies are so confusing”, as she attests to. Bartolomeo states there is so much red tape, (instead of solving this seeing as she is one the Children & Families Committee and all) it is much easier &amp &she enjoys it when all these parents must call her & go through her for help.

8.       Dan Russo, former Democratic Town Chair, has no need to end questions with actual inquiries to candidates & how dare anyone (cough) question this.

9.       Rep. Paul Doyle (D) (9th District) admitted Common Core is flawed & needs looking into. The most honest and simple statement of the evening. Well played sir.

10.   Candidate for Congress James Brown debunked all the false statements of DeLauro’s speech before she gave it, clairvoyant & awesomely entertaining. A math teacher, Mr. Brown resigned to run & is kicking butt. He also gave a great break down of the over-spending occurring in Hartford. Advice: please bring a chalk board. Unfortunately with the exception of Doyle, the other D's failed to acknowledge Connecticut is poised for a deficit at all. Must be that Common Core math...

11.   Rep. Matt Lesser (100th District) had no idea Middletown purchased a decommissioned M-CAT tank for its’ police force. Lesser also denies that state’s have the ability to regulate what the federal government gives them as far as equipment. Isn’t like you could just not take it right? What’s going on we thought you and Lil Dan were bff’s?

12.   When asked by a citizen why it was taking so long (22 years to be exact) for the lights on Route 9 and the Route 17 on ramp issue to be dealt with Rep. Joe Serra (D) (33rd District) had a unique response. “ Its very complicated. And expensive.” Said Serra. Guess it will take him another 22 years in office to actually do something. Ain’t like he is head of the Highway & Transportation Committee or anything right? Oh wait….

Middletown Candidates Debate Education, Who was silent?

Last week candidates who have districts in Middlesex county gathered to debate education. All incumbents and new challengers were invited to the debate moderated by local Izzy Greenberg director of the Middlesex Coalition for Children  Nothing was off the table. The Press did a fair job of summarizing what happened at the debate, but the most interesting outcome is what the article leaves out; who was silent. Format of the debate was a 5 minute intro where the candidates could introduce themselves followed by questions asked by Greenberg in which all candidates could raise their hand and answer; some all were called on, some 3-4 where chosen to answer. Candidates Linda Syznkowicz, for the 33rd District, and candidate Len Suzio, candidate for the 13th, came out strong against Common Core. Syznkowicz, a current member of Middletown's Board of Education, made it clear part of her reasoning was that local teachers where never consulted as to the make up of the curriculum.


The Press quotes Syznkowicz as follows: Szynkowicz said Common Core ignored teachers’ input. “You lose the teachers’ personality with everything,” said Szynkowicz, a member of the Middletown Board of Education. “We are spending more time teaching to testing, not teaching to learn.” Like Syznkowicz, republican candidate Suzio echoed this assessment, and encouraged parent involvement at early ages rather than the reliance on government programs. Rep. Matt Lesser of the 100th District, who has in years past supported the early release of violent juvenile offenders, who had earned credits, spoke in favor on not incarcerating juveniles, but education them instead.

Who was silent? In all this, 20+ year veteran (11 terms) of the state legislator incumbent Rep. Joe Serra never raised his hand to answer a single question after giving his 5 minute intro. His reason for being an "expert" on education is that his wife is a retired teacher. At last months DOT presentation in Middletown dealing with the remodeling of the treacherous Route 17 on ramp to Route 9, Serra, long time chair of the Legislature's Highway committee & CASHO left early dodging the crowd & reporters both eager with questions.

Letter to the Editor: Environmental endorsement is "polluted"

To the Editor,
I was troubled to learn of the "bipartisan" Connecticut League of Conservation Voters (CTLCV) endorsements of local candidates for the State Senate and House.The issue is that not one of the local Republican candidates received the League's questionnaire. Specifically those representing districts which include Middletown, Angel Fernandez (R-100th District), Linda Szynkowicz (R-33rd District), and Len Suzio (R-13th District) did not receive CTLCV's survey; a fact confirmed by campaign representatives upon my inquiry.

 When I heard about the endorsement I called CTLCV and asked why some candidates, specifically the above, didn't receive the survey. A representative told me that CTLCV didn't have Fernandez, Szynkowicz, or Suzio’s e-mail addresses and that is the only way they distributed the survey! This is a poor excuse; physical addresses for all candidates are on file with the State Elections Enforcement Commission & a simple internet search yields plethora of was to contact all candidates.

According to CTLCV's "scorecard" candidate Len Suzio had a 100% pro-environment voting record during his two years in the state senate. Suzio was the only senator with a 100% perfect record during those 2 years! Furthermore, Suzio was an outspoken opponent of the Haddam Land swap which the CTLCV was very opposed to. Ironically, Suzio is a dues paying member of the League and also is active and a dues paying member with the Quinnipiac River Watershed Association; both credible environmentally conscientious bodies.

It is obvious to me CTLCV was looking for an excuse not to endorse Suzio and other local Republican candidates. According CLCV, their Board is 50/50 Democrat/Republican and a candidate needs a 65% vote from the Board to get endorsed. This year to date, CTLCV has endorsed 2 Republican candidates and 13 Democrats; how many actual candidates of both parties received the qualifying survey is unclear. Only after the endorsements were given is the annually revised survey available on the group’s website. But it is stunning that the League would not endorse Suzio, a candidate with a perfect environmental voting record and who also is a dues-paying member of the League and another pro-environment group.

It is all too convenient for CTCV to play the “ actus me invite pactus, non es meus actus” card, in other words the dog ate my homework, or in this case didn’t email it - when it comes to endorsements. Simply said, the process in which this so-called credible & “bipartisan” body reached its conclusions of whom to endorse appears more polluted than the environment they vow to protect.

As our group and our members look forward to the election this November, we are faced with a stark choice for the leadership of our State. The CCDL Executive Board votes to endorse the following candidates for office that we feel best represent the interests of Connecticut gun owners and our desire to preserve
the Second Amendment of the Constitution of the United States and Article One, Section 15 of the Connecticut State Constitution, along with the leadership abilities to move Connecticut forward. It is time for him to be to be replaced. We strongly believe that the team of Tom Foley and Heather Somers will take Connecticut in a new direction that is so desperately needed.
We also endorse the candidates below for statewide offices and the General Assembly. As with our endorsement for Governor/Lt. Governor, we feel these candidates will help steer Connecticut in the right direction. CCDL reserves the right to endorse other candidates as they are vetted by the Executive Board.

The Midd You May have Missed: Chubby Checkers & James Brown in Middletown!

In case you missed it, on July 23th Candidate for the 33rd District State Rep Linda Szynkowicz hosted the legendary Chubby Checkers at a public meet and greet fundraiser at the Italian Society on Court Street in Middletown. Szynkowicz has been friends with Checkers for over 20 years and a one time business invester in Szynkowicz's company Octagraphics. Many GOP candidates stopped by such as James Brown who is a candidate for congress and Len Suzio who is reprising his run for state representative for the 13th district. Candidate for Lieutenant Governor Penney Bacchiotto and former candidate for Congress Peter Lumaj shook hands with the music legend. DJ and former PZ Commissioner Nick Fazzino was on hand to supply tunes and break out the limbo stick. Checkers is best known for the "Limbo Rock" and "The Twist." Syznkowics recently gave an interview with editor Cassandra Day for the Middletown Press, part of her platform of "Fresh Ideas & Common Sense"  she explains as follows:
“Fresh ideas and common sense is my tagline,” Szynkowicz says of her run for Serra’s seat. Some of those ideas include a push to allow cable customers to donate to a campaign so senior citizens can enjoy cable television at an affordable rate, much like how electric utility customers can give $1 to help the less fortunate with winter heating bills.
“When they’re home, they should be relaxing,” Szynkowicz says of the elderly.“They’ve worked all their lives and cable is just too expensive.”
Getting out in the community and knocking on doors has given her several “common-sense” ideas and a platform to run on. “I’ve talked to a lot of people and I’ve found a lot of common ground.”
Szynkowicz has also named state taxes and health care as some cornerstones of her General Assembly bid, and suggested that a statewide audit of departmental spending was warranted.
“I believe in economics 101, which is, if you want to raise revenue, you lower taxes. You lower taxes, people are more free with their spending. People are more free with their spending, they hire more people to work,” said Szynkowicz.
“I have an idea for a bill that I’m calling the ‘What’s Up Doc’ bill.” She says that she would like to see 50-percent discounts for patients who had to wait more than an hour to see a doctor and that, after 90 minutes of waiting, those visits should be free.
“This would only affect those who are double- and triple-booking,” says Szynkowicz.
At the event, Checkers sang a birthday tribute to Syznkowicz and signed cds and record jackets of his hits.

BOE Member Writes Superintendent, Voices Concerns Over Missing Funds

On April 7th, Board of Education member Linda Szynkowicz (R) sent the following letter to fellow board members voicing her concerns over the education budget citing concerns on the lack of information given to members to review prior to the vote. On April 29th, she also sent the below certified letter to Superintendent Dr. Patricia Charles with a list of questions regarding the accounting of various funds, information about which has not been disclosed to board members who are responsible for appropriating funds between line items in the budget. 

On Monday, Szynkowicz, who is also currently running for state representative in the 33rd District, appeared on Comcast's cable access show "The Variety Hour" hosted by Middletown Republican Candidate William Wilson. Szynkowicz stated for the record that she regrets having voted to approve the budget; Szynkowicz discussed what she feels is information that has been systematically with held from the board members & lack of transparency & accountability on the part of the school administration overseeing taxpayer supplied education funds. Szynkowicz reiterated her dedication to education and emphasized she wishes more funds went to students and teachers, instead of being wasted. She stated to date, the questions to the superintendent & board below have not been addressed.

As Board of Education members, the budget is ultimately our responsibility. We take ownership of the budget and essentially tell the taxpayers that we believe in the budget we present. It is taken for granted that we are aware of where and how the taxpayer’s money will be spent. In the past five months since I was elected by the tax payers to this office, I find the way the budget and how the monies are being spent – a mystery.

The information we receive on a monthly basis consists of transfers and an overall expenditure of funds. It does not include income from grants and other income received by the schools or any information on leased rooms, buildings, pools, etc. A real budget has income and expenditures. I personally have never even seen a school’s individual budget, yet every month I am asked to transfer money from one line item to the next.

In these difficult times, we need to make the tax payer’s money stretch as far as possible. How can we do this if the actual budget’s (Income and expenses) are unknowns? Do we as board members know how many students and teachers are in each school and what part of the budget each one makes up as part of the overall budget? For safety concerns, in the event of an emergency at any particular school, do we have any idea how many students, teachers, staff, paraprofessionals and or visitors are in each school? Do we know the actual needs of each school?

I know that we were told back in January 2014, that Woodrow Wilson Middle School is in desperate need of a new security system which will cost approximately $16,000. I personally toured the school this past Thursday and saw their security system. I walked with the principal up and down hallways, seeing staff and the principal with walkie talkies and personally viewed the antiquated security monitors.  This should be a priority, not only for the safety of the students, but staff, as well. We talked about the other needs of the school and he made mention of what he’s had to do with his budget. Sadly I had to tell him, when he was making reference to certain line items, that I have never seen his actual budget. That I have no idea how much money is spent at each school or where the money goes. This is embarrassing as a board member who is supposed to know where the money goes within the school system. This has to change.

How can we know where we can stretch the dollars to get more “bang for our buck” if we have no idea about the answers to some very basic questions? How would we know if we had a problem in any one of the schools with their electrical if we cannot compare the costs for electricity for each school?

We, as BOE members, should be given a copy of each school’s budget on a monthly basis which would include expenditures and income. It should include the salaries of the teachers, paras, staff, etc of each individual school. We should treat each school as an individual “business” and have all accurate accountings of all the major assets, including computers, how many and how old.

The overall budget should include the breakdown of each school’s entire budget (again this is income and expenses).

We need to see the list of vendors, what we buy from them, for how long and whether or not the contract went out to bid. Along these same lines, we need to review the bid process conducted by the BOE. Do we have guide lines similar to the City of Middletown where anything over $2500 up to $15,000 needs a minimum of three (3) hard quotes (written on official letterhead by the prospective vendors) and anything over $15,000 has to go out to a formal bid? For all of the BOE members that believe the current vendors have given us the “best deal”, through a real bid process, we will actually be able to see what a “good deal” we have been getting or if we could be getting a better deal utilizing other vendors.

We receive millions of dollars in grant money, yet we do not know where the money goes from each one, let alone the name and purpose of each grant. Do we know if we have gotten all the grant money from all the grants that are available to us? This is a daunting task and the efforts put forth by those involved in the grant processes should be acknowledged and appreciated for the monies we receive, but what are the grants and where does the money go from each one? No one can be 100% aware of the available grants, so how can the public help to give information about previously unknown sources of funding, if we, the public and the BOE members don’t know who gives us what money?

I propose a listing of all the grants received by Middletown school system to not only be provided to the BOE members, but be posted on the website for the general public to see and have the opportunity to add to the list of grant providers.

At the January meeting regarding the budget and needs of the BOE, it was brought to our attention that Dattco gave us back $100,000. Where did that money go to?

The Sodeco contract needs to be looked at. We had to transfer $16,000 last month to pay for the hazardous waste removal at the schools which should have been included in the original contract.

We, as a board, need to have all these issues addressed. Again, we, as board members, have a responsibility to the taxpayers to have the money for Middletown’s students be used for their needs for learning. We are competing with magnet schools and are paying out thousands of dollars for the students in Middletown that have decided to gain their education elsewhere.

We should no longer rely on the statements, “This is the way it’s always been done.” We need to be proactive and create a comprehensive accounting of all the dollars received and spent within the Middletown School system. The first step to change, is finding out where all the money is going and what monies are coming in. We need to make sure that the venders are giving us the best deals and this is done through a bid process and hard quotes for items under $15,000.

I am asking that we call for a special meeting later this month to have all these issues and more addressed. Ultimately, if we can find a savings of even 5%, we can have all the wish list items that have been presented to the board.

Three weeks ago I sent a letter to all the Board of Education members spelling out what I believed to be the responsibility and need for us, as Board of Education members, to know the budget – both income and expenses, in order to make sure that we are doing everything we can to not only have a balanced budget, but to find cost savings in order to be able to pay for all the wants and needs of the district. I have included the original letter with this letter.

I find it necessary to spell out what I would like from the Superintendent’s financial office, instead of the special meeting I had requested, since one has not been set to date.

1.      Detailed accounting of all income and expenses for each school on a yearly and monthly basis. This should include the breakdown of all salaried personnel within each school and all expenses and income within each school.

2.      A complete listing of all grants received, their dollar amounts and where they are applied in the budget. When they are received is also important.


3.      A comprehensive listing of all vendors utilized within the district, what their services are, their total cost, when they went out to bid and when their contract(s) expire. I would also like to see copies of all contracts that went out to bid and were awarded to the vendors.

4.      A separate listing of vendors we utilize that did not go out to bid and what services they provide and the cost of their products/services we purchase.


5.      A listing of what products and services are purchased collectively as a district and what products and services are purchased separately by each school and the Superintendent’s office.

6.      A detailed accounting of how much Sodexco has saved the district. It is my understanding that they have a one year contract and should have a comprehensive review in order to be renewed.

7.      I would like to review the bid process for the Board of Education. Is it the same as the City’s?


8.      Where did the $100,000 given back by Dattco last year go? I have also been told it was more like $500,000. A detailed accounting would be appreciated, with an accurate accounting of exactly how much was “given back”.

9.      A detailed report on Dattco’s billing practices, as mentioned in the April Budget Committee meeting, being “messed up.”


10.  Are jobs being subplanted in the Alliance grant application for 2014-2015 and which positions are they?

11.  What is the dollar amount being proposed to be pushed into the next fiscal year as allowed by the State? (1%) and what is the money going to be put towards? and why?


12.  As of a month ago, there was $934,000 still not received by the State of CT from the Alliance grant. What has been received and where is it going to?

These are a few of the questions, I would like addressed, as soon as possible. As Board of Education members, we need to know where all the money is being spent, since we are ultimately responsible for the budget.
