End of School Year Report Card for BOE Members:

Ed: Supporting education doesn’t mean blind loyalty to the unions.  The budget issues could be solved
for everyone in one step. Freeze all raises for everyone.  Ta  Dah!!!!  Books and paper for everyone. But Noooo... Everyone gets paid and as the Soup Nazi would say, “No books for you!”  One also needs to remind you that you ran on the principal of ending all the lawsuits in Middletown.  A few months go by and you and your minions are involved in suing the Planning and Zoning Commission. I guess it's okay for you to sue, but not anybody else.  Your campaign slogan was ED4ED, we get it now- trust me the entire town gets it.  When were you going to let the villagers know about the Blue House LLC thing? Yeah, that one, the one were you went out of your way to outbid The Connection to keep certain elements out of your neighborhood.  F- Sheff v. O'Neil!


Ryan: We know you’re running for re-election, but you don’t have to piss and moan at every meeting.
We get it.  Just do what the Republicans normally do and mail it in.  Look to  Steve Gionfriddo for
advice.  How about getting a new  pair of shoes as well, those clodhoppers have been around since your were at Central Connecticut State University taking communication courses, driving the shitbox around the state. Who could forgot the Ryan mobile?

Cheryl: Say something. Anything! Actually after your budget thoughts maybe not. Remember the term Fiscal Responsibility. But good for you defending your points, unlike others.




Ted: Stop it.  We understand your feelings are hurt, but really, agreeing with Ryan every meeting just to irritate the Gene and Ed show, we’ve seen enough. Just quit like Bill Grady did. Think about it, you did everything you were supposed to do. You used city funds to send your son to a special education school in Cape Cod compliments of Captain Freschette.  That's a lot of money that could have been spent to a child that is on the spectrum severely, right, you don't have to care because you are a liberal.

Sheila: Problem solved. Ted is not running again. There is not a spot for you on the Democratic line.

Mitch, Franca, Ava:  ???? You guys even there????  Thanks for nothing. Although doing nothing on the political spectrum is a good thing. You can criticize those with creativity and ideas, but when it comes time to offer perspectives and insight- don't let them know you're alive or thinking or ..................

BOE Boogey: A Brief Summary of the Meeting

Brief summary of last night's Board of Education regular meeting.

 There was a presentation regarding reducing the number of special education students who are out placed. The gentlemen said that the average across the state is 5% whereas in Middletown the average number of special education students of the total special education population is 12%.  There was discussion of goals; the BOE would to send a consistent message throughout the system with a unified set of goals in 4 key areas.  These goals will appear in every classroom, the website and correspondence and presented at the teacher orientation in August.  

An item on the agenda caused a bit of discussion and that was the Memorandum of Understanding between the BOE/City and the Teamsters' Union.  There was confusion about how this MOU came about with Dt. Nocera first saying it was a result of the global settlement agreement between the City and the Teamsters; however, Dr. Charles did correct that and say it was result of negotiations with the Teamsters regarding their loss of a position by the outsourcing of the cafeteria services.  Dr. Charles stated that this MOU which basically trades the Director of Transportation position for the Manager of Food Services position (the Director of Transportation position has been vacant for several years and the previous administration had claimed that it was no longer necessary with the duties given to the Director of Facilities.  The Director of Facilities has retired and the duties now are being handled by BOE Administrators).  The thought is that by hiring a new director it will free up the administrators to do more education related duties.Board members Ryan Kennedy and Ted Razcka both disagreed with this saying that now was not the time to hire another person at that level of pay, may be with benefits 6 figures, when they are laying off teachers.  Kennedy expressed concern that the contract with the outside company for cafe services may not work out and be terminated in a year or so but once you hire a director you'll have them conceivably for 25 years or so.  The Administrators now handling the transportation duties stated that it was no longer working well, they were being taken from truly educational duties; that by dividing the duties all over the place was not a good plan, not a safe plan.  BOE member Sheila Daniels stated that being able to go forward with the hiring of the outside company for cafe services would enable them to hire a company with nutritional background so that now the children with have " healthy" meals.

At the end of the meeting, Board member Ed McKeon made a statement directed to the Common Council members regarding the upcoming vote on the city's budget.  He stated that no one can call themselves a supporter of education if they make those kinds of cuts that he is hearing.  He said that the BOE has worked diligently to get out of the hole; worked hard to give the city has asked for.  Even though they had done what was asked of them they don't seem to be getting anything from the other side.  He stated that we are on the brink of very hard times.  Layoff could be as many as 25 or 30; these are not scare tactics but the budget proposed by the BOE was cut to the bone already.  He felt that it would be unconscionable and unfair it the BOE funding is cut.

After that, the meeting was to move onto communications but it appeared that the recording got stuck and meeting must have ended soon after.

Letter to the Editor: Pessina: "I disagree with Teachers' Union Endorsement"

An Educational Advocate:

Over the past two years, Councilwoman Kleckowski has worked tirelessly assisting special needs families in working with local officials and those at DCF after the wake of the unfortunately named "scream room" controversy that occurred at Farm Hill School.  She worked with individual families who sought her help in establishing better standards of care for special needs students after the dismantling of the previous district wide Special Education program that had been held at Spencer School.
              Deb has continued to display her advocacy stemming from her being a member of the DECA Advisory Board for 20 years, a state DECA Judge for 6 years, an annual speaker for the Middletown High Community Service program for over 10 years and a supporter for Ryan Woods Autism Foundation.   She participated in the resolution the 466 labor-breach of contract by the previous BOE Administration.
As a Councilmember, she supported sick day donation for ill City employees and a professional advocate for educational opportunities and access for all students for over 20 years.   She is also a member of the newly created Career-Technical Education Advisory Board.   What is amazing, is as a mother of two young children, is that her advocacy is all volunteer time to better her community.  She does this in addition to her position as an Adjunct Professor at Middlesex Community College.
             Despite all the hard work I have mentioned that Councilwoman Deborah Kleckowski has put into Middletown education- the teacher's union Middletown Federation of Teachers Local 1381 has chosen to endorse Matt Lesser.
                Although Representative Matt Lesser is on the State Legislature's Education Committee, he could have done and/or could be doing so much more for the students of Middletown.  He supported the passing of a law that any incidences of restraint used in special education services have to be reported to the state after the fact; notwithstanding the issue that the current programs are failing our most vulnerable students- something that Candidate Kleckowski has already been actively trying to fix in Middletown.   
One wonders could the support from the Teachers Union he received be based upon his support for legislation regarding tenure that the teacher's union campaigned for?  If so, why didn’t they also support Deb for her tireless efforts she advocated for here in our city of Middletown?
                The statement given by Middletown Federation of Teachers Steve McKeever could also have been more complimentary to Deb, as she has proven her dedication to our Teachers and Educational system here in Middletown as Matt has done with his work on the Education Committee at the state level.   From my point of view and I am sure other Educational Advocates (Parents & Teachers), THEY BOTH are committed to improving education in our city and state in ways that make sense for all stakeholders!
                This endorsement sends a political negative message for a person who works so hard for education in our community which Deb does not deserve.   Also, when using the terminology ‘stakeholders’ it is our children, and youth who are the final stakeholders of our educational system too.  ,
 Councilwoman Deb Kleckowski will continue and always has been an Educational Advocate; in her eyes our children and youth of our city are the ones that matter most to her.    
 I don’t agree with the Teacher’s Union’s endorsement;  I ask that the voters of our city to show their appreciation for all of Deb’s efforts when they go to the polls by voting for Candidate Kleckowski.  
Please remember, when you cast your vote don’t send the wrong message to our children and youth by basing it purely on politics.  For if you do, the message is simple: “that hard work does not matter- it’s who can give you a hand up, not necessarily work or the greater good of all."

The Scoop on the BOE Superintendent Contract

The Middletown Insider would like to shed some light on the recent drama of the BOE administration this morning. In recent weeks news has broken that there is a $1 million deficit in the budget found by an independent accounting firm hired by the City to perform an annual routine audit. It also should be noted that the "temporary" hire for the BOE payroll position is past the 90 trail period and has become permanant earlier this week.. The person who was given this job by Superintendent Michael Frechette is the son in law of Councilwoman Hope Kasper (D). The conflict of interest arises in that Kasper was on the Hiring Commitee to fill this position.. This applicant did not score in the rankings for the position.Prior to the re-election of Kasper, then candidate Councilwoman Linda Salafia wrote letters published in the Middletown Press and on the Middletown Eye Blog condemning the blatant practice of nepotism that occurred; despite the proof of this, Kasper was elected anyway.
According to Councilwoman Linda Salafia (R) as posted in her facebook group this week: "The City of Middletown's charter states that the Mayor is the hiring authority for the City and BOE for all non-certified positions. The State upheld the Union's complaint, the BOE appealed and subsequently has withdrawn the complaint and the position is currently posted. However, the position that the BOE created illegally is still occupied at the BOE??? Because the rumors that I am hearing are saying that the emcumbent employee has an employment contract until the end of the school year, the BOE is not addressing the illegal position. I requested the employment contract of this employee under the FOI Act and was given a copy of the contract which is actually anybody's right to do so. What I found interesting was that the contract has as a term: until termination. ??? Appparently this contract does not expire at the end of the school year. Also, what was interesting was that, even though this has been a issue of several years, this contract was executed in August of 2011. So... a contract with no specific length of term, open ended, was written and signed in August of 2011?? Why?"
"There are some facts that need to be posted: right after the election, the press printed that the BOE had withdrawn their appeal of the State of CT DOL decision against the BOE in regards to Ms. Haynes' position and the union position of business manager. Although that was printed in November, the actual withdrawal was not done officially until the very end of December. Took awhile. Should be noted that the employee who applied for the position has declined to take the position and now the position is posted to the general public."

Good questions Councilwoman Salafia! So far only you and Councilwoman Kleckoski have publicly questioned the sanity behind the continued employment of Superintendent Michael Frechette and Business Manager Nancy Haynes.

The Middletown Press article that was published on Super Bowl Sunday, although the deficit in funds was initially brought up during the Finance Committee meeting that previous Wednesday explains the deficit that the annual audit found. The Press writes:" Councilwoman Deborah Kleckowski, a Republican, called for the immediate termination of both Frechette and Haynes on Friday.
“The irresponsible behavior is endless...and it’s more than fiscal irresponsibility,” she said. “The Board of Education comes before the council and requests money. Once the council allows the allocation to go forward, the board of ed can do whatever it wants.”
Kleckowski said Frechette and Haynes have “demonstrated an inability to follow general accounting practices and provide clear and effective transparency.” She said the education board was granted an extra $1.3 million last fiscal year and the money “was squandered.”
“Frechette got a raise, Haynes got a raise and Senges got a raise,” Kleckowski said. “Not a single instructor got a raise.”
Kleckowski also called for an immediate review of administrators, including special education administrators, for receiving large sums of money for mileage reimbursements"."

According to his contract, Frechette does indeed have carte blanche to do (or not do) whatever he wants. This includes, hiring and firing staff at will, without necessarily publicly posting the positions, paying or not paying janitors and aids in a timely manner, giving himself and his administrator's raises, while teachers receive none and students are sent home with "supply wish lists" which parents are expected to go out and purchase for classrooms that are not properly stocked with things like paper and pencils you would expect that tax payer contributions would normally fund in a public school. Sound like a fairytale? 
Well, it is all true and available to for the average citizen to read. Written plain as day for all to read, according to his contract the superintendent is employed until terminated; he is perpetually in his second year of a three year never ending contract. In previous weeks before the discovery of the discrepancy of funds in the BOE budget (which mind you, Christine Bourne then City Treasurer & BOE administration employee brought to the attention of then Mayor Sebastian Giuliano a year ago, but thats a whole other story). According to the same Press article Mayor Dan Drew claims the deficit is merely an "over spend" and "difference in accounting practices." Is this like an "over share" or too much information moment? The Insider would like to point out when the average citizen over drafts his or her checking account, we do not get an "opps my bad" free pass from our banks as it seems the BOE administration is getting from the Mayor. The Insider would like to think that we can all agree on how to add and subtract; we would like to know what differences in accounting that Mayor Drew is talking about. Apparently, we the tax payer, have yet to get the memo on the new math being used by the BOE administration.
The bigger question is will Mayor Drew step up and call Frechette out on the carpet for all the issues that have occurred in his tenure? These include countless grievances by staff, delays in pay for staff who have worked overtime, complaints about transportation from parents over unsafe bus stops & recent action by the State Dept. of Education over this, complaints by parents about the closing of the DEAL program and cuts to Special Education,, improper hiring practices,, reports of bullying in schools, issues with requiring police to be present in the hallyways of the high school, low test scores, supply shortages in classrooms, and less than two weeks ago news that made Farm Hill Elementary the center of national controversy because of the use of what parents called "scream rooms." A truly sad moment for Middletown was when CNN & the Dr. Drew Show chimed in on un-padded, lockable, windowless, converted concrete block janitorial closets that Frechette knew staff were using to isolate both unruly students and special needs students. The Insider asks : Are we just at the tip of the iceberg with the BOE Administration as to what is really going on?
Bottomline:Today, when it comes to the budget deficit, it appears Superintendent Frechette's new nickname should be " Super Fullashitte."
